What is the point of driving up to the top of Twin Peaks to look at the view and sit in the car for an hour and not even make out!!!????

The fact that he didn't make out with you could mean that he's really interested in you. Maybe he didn't want to ruin things by moving too fast. This theory is strengthened by the fact that you have another date.
